Knott End is bungalow country. It depends on the state of the walls more than anything. A re-skim over sound plaster costs a lot less than hacking off, reboarding and skimming from scratch. If it's blown, damp or crumbling, skimming over it just hides the problem for a year or two. We'll check it properly and tell you which one you're dealing with before we quote.
You need to let it dry out fully first. Fresh plaster turns from dark to a pale, even colour as it dries, often around a week depending on the room, the season and how much heat and airflow it gets. Paint it too early and you seal moisture in. When we finish we'll tell you when it's safe to get the rollers out.
